  • Annual base salary rate $75,000 – $110,000 depending on experience

Position Overview

SurfaceCycle goes to market through its family of companies: Alpha Milling, Coughlin Company, Delta Contracting, Donegal Construction, Midstate Companies and Performance Equipment Service, and has evolved to become the industry leader in pavement milling, reclamation, recycling and soil stabilization. Through our broad geographic reach, pioneering green-technology, and large fleet of specialized equipment, we have developed a highly diverse long term client base to include highway contractors, DOTs, cities/municipalities, renewable energy and industrial contractors. This opportunity is assigned to our Alpha operation.

There is 1 Estimator/PM job opening, and this opportunity will be posted until June 27th, 2025, unless extended due to not being filled or a change in business needs.

Position is responsible for monitoring and evaluating bid opportunities, reviewing project specifications, preparing quote packages, and coordinating engaged projects from origination to scheduling and through conclusion/invoicing. Responsibilities also include managing and coordinating all activities related to the scheduling of job execution, transporting the Company’s heavy equipment and related dispatching activities, permitting, routing, rate quotations, billing, and driver interaction.

This role is expected to maintain effective working relationships with our internal and external stakeholders, sub-contractors, customers, vendors, and related partners ensuring a strong and consistent pipeline of projects exist (both confirmed and prospective).

Essential Job Duties

Estimating

  • Stay abreast of market conditions, competitor pricing, economic conditions (including supply chain), and other macro factors. Attend industry-related events and leverage business development opportunities.
  • Actively solicit and respond to bid opportunities across assigned geographic region; frequently monitoring upcoming public and private bid opportunities.
  • Maintain customer information and ensure timely opportunity and bid updates in the company’s CRM system.
  • Prepare and distribute quote packages to clients and ensure such packages are recorded/retained in an organized manner. Effectively track status of bids and proactively follow up with clients to maintain ongoing communications and updates.
  • Prepare and review bids with internal stakeholders during bid reviews, in compliance with the company’s delegation of authority schedule.
  • Collaborate with other estimators and members of the commercial team across the portfolio of companies.
  • Thoroughly review contracts and sub-contracts and determine necessary action.
  • Methodically evaluate and analyze bid specifications, plans, scope of work, related drawings, production rates, profitability margins, and other key factors paramount to an effective bidding process.

Project Management

  • Partner with operations team (Operations Manager, Superintendents, Foremen) to coordinate scheduling, preparation, and implementation of numerous construction projects on a daily basis.
  • Maintain effective working relationships with internal and external stakeholders, sub-contractors, customers, vendors, and related partners ensuring a strong and consistent pipeline of projects exist (both confirmed and prospective).
  • Monitor job progress, resolve challenges/conflicts, and maintain professional communication between customers, inspecting authorities, employees, and other key stakeholders throughout the entire job process.
  • Create invoices with all relevant job details, change orders, etc., and ensure timely entry into ERP. Work with assigned internal resources to manage questions related to customer payment remittances and any related variances.
  • Provide recommendations for developing and maintaining electronic filing/records systems and implement such approved recommendations.
  • Exhibit an ongoing commitment to quality by evaluating processes, recommending improvements, and implementing changes to continually meet and exceed client expectations.
  • Maintain ongoing/current effective communications with customers, employees/managers, and onsite personnel.
  • Consistently deliver excellent customer service experience.
  • Visit local job sites as needed and effectively interact and communicate with contractors, customers, etc.
  • Complete special projects as requested.
  • Leverage internal administrative support personnel to supplement scheduling efforts on a proactive basis. Help facilitate the crafting duties to ensure a structured effort.
  • Demonstrate a high degree of independence, autonomy, and remain self-motivated to ensure operations run smoothly.
  • Remain calm during stressful situations and demonstrate superior multi-tasking skills.

Scheduling

  • Partner closely with Operations Manager and Estimator/PM teams to coordinate job scheduling and execution activities.
  • Monitor and communicate short and long-term scheduling requirements.
  • Coordinate schedules in the most effective manner.
  • Effectively communicate details to field personnel and continually update schedules accordingly (including informing field units about orders and traffic).

Dispatching

  • Coordinate all mobilization efforts of the Company’s equipment.
  • Receive and dispatch orders, assess situations, prioritize calls, and oversee the routes of field units. Track delivery status of products accordingly.
  • Ensure routes properly accommodate oversized and/or overweight equipment.
  • Maintain Local Customer Call lists and accurate/current Reference Charts (e.g., empty truck, lowboy weights, overall dimensions, axle spacings, tire sizes; reclamation machine dimensions/weights).
  • Track and update call logs and data in software programs; maintain and track Driver Hours (daily – and compare to HOS Rules).
  • Field questions and efficiently manage change requests/conditions.
  • Locate backhauls or other related equipment as needed.
  • Process all related customer invoicing and follow up on past-due invoices; partner with Corporate Staff Accountant to ensure proper processing of any third-party invoices/payments.

Required Knowledge, Skills, and Abilities

  • Bachelor’s degree in construction management, engineering, or comparable field, or equivalent experience.
  • Minimum 5 years of combined experience in estimating, scheduling, and/or dispatching within asphalt, concrete, or a similar field. Candidates are not expected to be experts in all areas; compensation will reflect overall experience across these categories. Training will be provided to support development in any areas where direct experience is limited.
  • Salesforce experience preferred.
  • Proven effective project management experience; direct operational experience managing construction crews preferred.
  • Highly organized with extensive detail orientation.
  • Ability to work effectively and efficiently in a high-pressure environment with competing priorities.
  • Strong technical skills including Microsoft Office applications.
  • Excellent communication skills (written and verbal), with the ability to communicate with a wide variety of people and backgrounds.
  • Demonstrated proficiency with analyzing data and providing numeric-driven reports, quotes, and packages.
  • Strong negotiation skills and ability to identify differentiating competitor/market factors.

Working Conditions and Physical Demands

  • Works in an indoor office relatively free from environmental conditions or hazards.
  • Use of office equipment and computers.
  • Occasional lifting of supplies and materials from time to time.
  • Positions in this class typically include extended sedentary periods, talking, hearing, seeing, grasping, movement, and repetitive motions.
